If its really heavy rain like India (right now) then there is no way to protect it. However you can use greenhouse or plant covering films.
Greenhouse: are expensive
Plant covering films: less expensive but provide less protection.
Again for v heavy rain you can not do anything.

Water draining faculties should be very proper. But for Paddy and Wheat kind of fields it is more complicated to make any steps and more over its not so cost effective against Indian climate.

They need to make land slope so that water ll not in land n they need to make drainage both the side of land r crop so that water which sink in land ll come out in the drain, water ll get balance.
