At my college's food court and union building, I ordered a burger and fries. I took it up to the register to pay, and my debit card was declined. I realized that I didn't have enough money in my account, so I left the food there. Can they still charge me for the food they made, even though I didn't eat it? I gave it back to them at the register.

How would they make it if they havent even given you a reciept? u said a fast food restaurant

No, they cannot charge your for something that you didn't technically purchase. If they try to you can dispute the charge. You should be good.
