The advantage of small air conditioners in each room is that you only need to turn on the ones where people will be in, it's called zone cooling.
As to what cooling system is appropriate depends on where you are and your property. In many areas, simple earth tubes and large thermal mass can keep a home comfortable with no energy consumption. In some climates, evaporative cooling ( swamp coolers ) work well consuming only 10% of the energy of air-conditioners.
I'd say having cooling throughout the house uses less energy. A central cooling system switches itself on and off as the house cools and warms - this saves energy since it's not cooling 100% of the time while still maintaining a cool temperature.
Tips to lower energy bill: turn off electronics (laptops, chargers, etc) at night so they do not continue to use energy when not in use for long periods of time, dry clothes on cool setting, switch from incandescent to fluorescent or LED bulbs (and obviously turn them off when not in use), wash/dry clothing in large loads as necessary, fix cracks around windows/doors that would cause A/C to leave the house at all times, take shorter showers to reduce hot water heater energy use, etc.
Switch off main power supply of ur house . . .dont use electricity at all. . .use hand fan . . .your electricity bill will b zero. . .lol very simple. . .
Of course it's the second one.
