Almost no companies hire someone so young, there's little chance of making money on the internet as well.
Really doing chores for neighbors might be your best chance, maybe dog walking, yard work, washing windows, hauling and putting back trash cans each week, but don't expect to make that money very fast, it may well take months. You can't spend days in jail instead of paying the fine? I suppose. Might have to get parents to lend you the money to pay that fine, and like any other lending institution it may be fair for them to charge you interest fees.
As a 13 year old girl, there are many things you can't do, like get a real job. You could babysit, pet sit, mow yards, clean houses. But none of these will pay much. It will take quite a while to earn that much money. Or, you could try to sell some of your possessions.
What kind of court system imposes a $690 fine on a 13 year old who can't legally work? I'm a bit suspicious of your story.
I don't see how you can make money by staying inside the house. Maybe you could make money going outside and mowing lawns. Or you could babysit.
Work. Most online "businesses" are nothing but scams that make you pay money for "easy" solutions that won't work 99% of the time.
