If Congress doesn't do this - then Obama's, and the Senate's, spending will sky rocket to the moon and back a trillion times.
It was never a problem before a non-white Democrat became president.
All laws and budgets that contribute to the debt are already determined by Congress. Why put a pointless valve on top of that?
