Depends on how the term is used.......
it could mean various troops lent as token forces in a "coalition" effort.........like giving the Afghanistan effort a team of sniffer dogs.......but no combat soldiers or some such thing......or it could refer to those that support the military effort........food contractors and equipment supply people that play an important role obviously, but are not per se, military troops themselves.
It's a broad term that includes numerous sub-categories.
