If a paper gets wet, but then it gets dry, can it still be able to recycled?

Wet paper can be recycled in theory. In fact the paper is soaked in water as part of the recycling process. The problem is that the old paper is sold by weight. Water adds weight to the paper but no value. So the recyclers don't want to buy wet paper because they don't want to pay more money and get nothing in return.

Yes you can recycle it after it dries.

You can't recycle paper while its wet because it throws the weight off.

That's how paper is recycled, by making it wet.
