Depends can use shims or wedges with skirt, I think it would come perfect with a denim mini skirt or some cute summer dress or spring

A dress would seem more appropiate.

Honestly either sounds cute but I'm more of a dress person so I say dress! That would be super cute :)

The only time I wear wedges is with my shorts. With dresses and skirts I wear sandals or other heels.
