If you're having issues with your nips showing through a sports bra, you need to get a padded one. If the sports bra is NOT enough support (usually present in bustier ladies), it works to wear a normal bra under a sports bra. This one is really only needed, as I said, if the sports bra is not supportive enough.

No you shouldn't. I do because my mom said we don't have the money right now to buy padded ones so I wear both because I need the support.
