You best to call your towns garbage collection department . They will have all the answers for you.
I put my waste paper in a clear plastic bag and it is picked up every 2 weeks with other recyclables. And yes shred any paper with personal information on it.
It goes to the waste and becomes fresh after being recycled
It goes in landfill with all the rest (don't believe all that recycling carp- that's just an excuse to guilt trip you)

Is it safe to recycle papers in your town's collection? Probably being paranoid, but I just want to make sure what I throw is is really shredded safely.
