The same way that other cities do. Unless they have combined sewers, stormwater is piped directly to the nearest body of water. Sanitary sewage goes to the wastewater treatment plant, where it gets, at the very least, primary treatment. Then it is chlorinated and discharged.
that's the thing , they do pollute the rivers . at the mouth of the mississsippi in the gulf of mexico there is a few hundred square mile of " dead zone " where the algea has overgrown from way to much nitrogen from too much poop in the water , and when it dies and rots it uses up all the oxygen in the water . below 2 ppm of O2 , just about all fish and crabs and shrimp , die .
They treat the water till it's less offensive then pollute the rivers.
