I would guess you draw up and submit a proposal to the Planning Commission. You might have to get some signatures from the area before it is taken seriously. Often old schools are used as a place for further education sites like for GED classes, optional sites of college classes, etc. unless there are structural issues with the building. A business bought the elementary school I attended for administrative and manufacturing.
The government get other to plan the city for them by the RFP process.

There is an old school in my neighborhood that's been closed for several years and everyone in my neighborhood uses the land as a dog park and recreational area.
We want to save at least some of the park, but all of the proposals for the development of the land have been things like 30 $500k single family homes, huge apartment complexes, and retirement homes... They are trying to decide which plan will work best.
My question is, how does one get to propose a plan? Are those developers trying to buy the land from the city or ..how does this work????
I feel like the only way to save the park is to come up with a mutually beneficial plan (for both the city and the community) to propose, but ..who is even able to propose these plans?!
