It says you can have a bank account at the age of 13 and over, ( In the UK. )

So where can I get one? As I really need one, I tried pay pal but that's over 18+.

You can open an account online with most banks, I used Santander for both of my daughters (just google them) if you don't have a valid passport though you'll probably be required to post ID documents to them.

In the US, you walk into a bank with money and ID; poof! they open an account.

BANKS in the high street. You walk into one.
