I have a shirt that I think would look nicer with a contrast stitch detail along the shoulders. About how much would that be if I took it to a seamstress?

If she merely stiched over the existing thread with a contrasting color, probably no more than $10-15. If yu wanted her to rip out the existing thread and then do the contrast stitching, then $25-35 would pay for her time!! : }
