It can definitely be worn at any time. Just add some pop of color, and a statement necklace, to make it more of a daytime dress.
It can be worn in the day. just wear FLATS for shoes as a heal would make it look nighttime. Besides that leave your hair casual and don't wear a ton of accessories and it'll all balance out to a lovely daytime look.
