pac sun or zumies has cute stuff that's not too revealing.. p.s. im 22 and I still shop and kohls and target :) they have a lot of cute stuff

I love Forever 21, some of their quality can be pretty bad but some is really good. I like H&M too and also Tilly's!

Try Pacsun, Hollister, or Forever 21. Those were my favorites when I was fourteen. :)
