Actually the dirt, or soil (dirt is what you sweep off the floor, just kidding), as I would say, would be somewhat of a heat conductor, meaning it would transfer the heat and cold through the wall having the opposite effect of insulation, albeit it may stop air drafts, but I don't think that's what you're looking to achieve.

No, because air spaces in the insulation impedes heat transfer.

No, and there is no way this would ever be approved upon a building permit inspection.
