Why is a building called a building if it's already been built?

Same reason you park in a driveway, and drive on a parkway.

it all comes down to the use of the English language. the word building is both a noun and a verb as is drawing and painting etc, etc. But you knew that anyway.

They were building up to that Q. So maybe if you wanna check back a little later on, they might be done...

The same reason a ceiling is a ceiling even when it's already ceiled.
