They do sell an item called vane savers, which is a metal extension you clip over the broken hole, so you can re-hang the vane. If that doesn't do it for you, and you really need new vanes, do a yahoo search for replacement blinds. A number of sites will come up, and perhaps one of them will be able to sell you the new vanes.

editing--forgot to mention, the vane savers start at $1.30 each, so you could fix 'em pretty cheap if your vanes are salvageable.

My apartment has the white plastic strip blinds, hang vertically, and they are just falling off. I have cats that will sit in the window so that might be why but jesus these blinds are ****. I need an easy solution to preserve them until we move out next year. Any suggestions?

Was thinking of just taking them down and storing them until move out, but where do I buy replacement blades for the ones already ruined?
