It is moss. Simple as.
It grows in shady conditions, on stone, with grass, in wet places also. Birds will use it to line their nest in the springtime, its layers of air and softness helps provide warmth and comfort for their chicks. Unless it is bothering you or is growing on an area you could slip on, leave it be.
