Donate them to a local school, there's always something that needs painting...
Call your local city information office, or the Office of Solid Waste & Recycling, if your city has one. They will be able to direct you to a local landfill that accepts hazardous materials.
Contact your village hall and ask them who to contact about this. They probably have scheduled drop off points for paint and hazardous materials.
Donate them to Goodwill. They will put in container or sell as is. Don't waste good paint.

I have a few cans I don't want. A couple are full of paint. The others are 1/2 full or less. All are tightly sealed and contain wet paint.
