yes, it do because the shadow of the window and glasses block the solar panel and may disturb the panel from getting sufficient amount and also we know that sun moves from east to west so the ray of light cannot pass in panel while the sun is passing out so, better it should be kept in open area such as roof top and some where the sun ray can pass easily whole the day
Its more to do with the length of time its in direct sunlight - what direction does your window face? If itsnot South then you are unlikely to get a lot of sun on the photo cell. Placing it outside would mean it got sun for longer and therefore more charge, but cant say what rain would do to it.

Yes, it is best to place it outside. For windows have only one angle to allow sunlight but in the open air, theres an infinite number of angles
Do windows affect the amount of charge a device will receive? For example, I have a solar power light which I leave on my window sill to charge during the day, but if I placed it outside instead would it get more of a charge? Do windows block the amount of charge somehow?
