Like Cheryl said, looks like a crop top to me! Here's one that Hollister has :) tops/desert-springs-sweater-tank-255559... ....they have a whole bunch, most malls have lots of stores with these tops!

it looks like a flowy crop tee/top. like the ones at american apparel here's some images;
