Ebay is great. I shop online at sammydress.com (this is one of the greatest online stores you will ever find. cheap and good quality. they are like yesstyle and aliexpress, but cheaper.) They aren't strictly Japanese and actually tend to have more in way of Korean and Chinese clothes but they are close and most of their stuff is really cute. They have a great selection of nail art stuff too if you want to do deco nails. This has a link to another answer that is geared toward Hime Gyaru, which is similar to lolita. I personally love it. ( ) Thrift stores are a great place to find good pastel colors and good accessories. Especially if you want to go decora. DIY-ing makes this sort of stuff affordable. Check out youtube.
