Is this dress &business casual&?

I have the following dress in blue (not shown) http://www.hm.com/ca/product/29369?article=29369-B#article=29369-B The shade of blue is similar to this: http://www.hm.com/ca/product/31722?article=31722-B I was wondering if it could pull off as something "business casual" that I would wear to watch a graduation. If not, is there anyway to add to the outfit? I don't have any blazers or business attire so that won't do. PS. no. it's showing too much skin to be business casual. this is more of a casual first date dress. (this is not to say that your school may still be ok with you wearing it for graduation. you'll need to check with them. and if you're only observing the graduation rather than participating then the dress is fine.) business casual: the shoulders, back, &the collarbone to the top of the knee are covered. the 2nd dress is long enough but the top is still all wrong. you'd need to wear a jacket or sweater over it to make it business casual.

If you wear heals or dressy flats. Do your hair nice. Add bracelets and maybe a light scarf
