swim dresses are usually made for heavier women so you're unlikely to find one in your size. instead look for racing swimsuits which look more like wetsuits or surfing swimsuits that are more like shorts with a tank top or regular bikini top here is an example of some swimwear that covers up. they have skirted swim capris, swim bras, swim shorts, they even have long sleeved swimshirts. they also have some swim skorts also check places that specialize in swimwear for athletes. you'll probably find more of what you're looking for at places like that.
