I think you can as long as its really polished and put together. Like really dark wash skinny jeans with no fading or really expensive looking patterned skinny jeans and then heels or dressy flats and a blazer or pretty blouse. They can also be pretty with high waisted shorts (like cotton or silk, not usually denim).
