In almost every instance it is cheaper to obtain hot water from the faucet rather than heating cold water. But, there are some people that say you should never drink water from the hot side of a faucet since it is coming from the hot water tank. There are concerns about the minerals that are concentrated in the hot water that is not as healthy as the cold tap. In moderation I am sure it is fine.
If you live in an apartment where hot water is included in the rent, use the tap. Gas stove is cheaper if the water heater is off and you have to turn it on and light the pilot, but not as cheap as the hot water dispenser, which is efficient because it does not need to keep a 35, 55 or whatever gallon water supply constantly heated.
