Agree about local craft shows, but also would add Etsy as it has some fantastic original art (prices vary), but I have found affordable high-quality art. Another source is yard sales, Goodwill, thrift stores, etc. - it is amazing what you find in these places, often people or their family do not want the art any longer and it is very affordable.

Almost any decent sized town or city has art galleries. And often coffee houses and nice restaurants (not chains but locally owned places) will have art by local artists on display and for sale.
