It seems the issue might be due

to the type of paint you are using. Acrylic and latex paint do not adhere well to varnish.

First I would put on the one layer of varnish, then lightly sand it.

Then wipe it down with a damp cloth to get rid of the residue.

Let it dry.

If possible put on a light layer of primer. This will help bond the paints to the varnish.

Then add your paint. If you are still having issues with the acrylic paints, go to an oil based paint.

I have a cricut that I use to make stencils and I am currently working on a boat shelf and trying to personalize it. But here is the problem, if I put it on after the varnish, it either bleeds into the miniscule grooves if I put one coat on before hand, OR just pulls right off with the stencil if there is several coats on it. I can't put it on after the stain and before the varnish, because the oiliness of the stain won't let the vinyl stick(self-adhesive).

I do not know if I can put it on BEFORE the stain, the lettering is black so the color wouldnt be affected but I am just getting SO frustrated and I even tried to use a rotary tool to go around the letters to get the bleed off, but it took too much off and now I am just not happy.

I am thinking of sanding it off and starting over, but I have had this same problem with the last several projects I did with this, so I need to try something different.
