A focal point is one area of a room that stands out so, no, officially, you can't make the whole room a focal point BUT it's going to be your place. If you want lots of stuff everywhere then go for it! If you want it purple then go for it! You are the one that has to live in it & their are no decorating police to arrest you for what someone else might consider bad taste.
