The house is a 18'×80' the skirting is three foot tall

You'll get two pieces per panel height wise, but you don't state how wide they are. You're trailer is 196 ft in perimeter. So do 196 divided by the panel width, then divide that by 2 because each panel will give you two pieces. But get a few panels extra for any anomalies you may encounter and future repairs if need be. Don't cut all of the panels at once, cut just a few at a time as you go.

The overlap should be factored in by the manufacturer.

Wait, somewhere I thought you said the trailer is 18" off the ground, Is that correct? If not, nevermind lol, we need more info. If it's higher than 18 inches, skip the part about dividing by 2 for quantity, we need to know how long a panel is.

Whatevers gives you the formula for linear feet. The amount for overlap depends on the corrugation size. How many sheets depends on the size of the sheet.
