I'll take pictures and videos, then inform the owner. The owner is obligated to provide basic necessity under the renter's contract. If the owner does not fix the problem, you can by law put the rent money into a holding account until the repair is done. I believe the law will allow you to hired a repairman to fix the problem and billed the owner if the owner doesn't fix the problem in a reasonable time frame. Don't do this this unless it's a last resort. I'll move out before I hired a repairman. You are allowed to break a contract if the basic necessities are not met, which will include AC and heating.

The pictures and videos are just in case this thing drag out into court. Evidences are much more convincing that he-said, she-said.

Not much but invest in a good quality, energy efficient space heater in that room that has a thermostat.
