Are my tomato plants leaves be lying on the ground?and should I pull the yellow ones off?

Put the yellow leaves in the trash, also plant the tomatoes in a different spot next year as the blight remains in the soil.
Sounds like the plant has bugs. Treat with tomato plant spray at local garden stre. This will prevent the spread of insects by spayed the plant at 2-3 day intervals. Remove and destroy yellow leaves.
