Sure. Get yourself a piece of wood the right size, some fishing line, and enough beads. Drill holes in the wood so you can attach the strings of beads. I doubt you can do it for less than $30. Maybe if you found some really cheap beads and didn't have too many strings of them.

I don't think you can make one for that small amount. Check on Craig's list or garage sales for one.

I thought about using yarn & beads or maybe popsicles sticks. The local wal mart or smart or Michaels don't sale bead curtains
