This is in no way financial advise. But if I had to give it a stab I'd say it's because they simply have more shares. Look at it this way. Citi group is worth more than Nike net, but Nike's stock is worth twice as much, bc there are less shares. Also Citigroup has a piss poor dividend rate of less than one tenth of a percent! (they are a bank after all)

If you mean cheap in terms of Price to Book Value, it's probably because investors are still remembering, and hating, Citi from the days of the financial crash, when Citi's share price plummeted 90% and only recovered slightly with the government bailout. Also, federal regulations on the banks have restricted them from doing virtually anything with their capital unless the government okays it.
Do you mean losing value?.
I'd say a mix between the currency stuff going on and defaults from the energy sector due to the oil prices dropping.
They just lost $150 million because of poor choices they made in currency investments;
