No there is no such website. There are a wide variety of legal structures with regard to land use ordinances. One of the more bizarre is 16 USC 544 which regulates the Columbia River Gorge National Scenic Area. This act gives separate ordinance jurisdiction to six different counties with the only consistency requirement being Gorge Commission pre-approval of county land use ordinances. The act does not require any agency to collect or compare ordinance consistencies between counties.

The only agencies which are dedicated to ensuring such consistency are the various Councils of Government and these agencies actions are specific to inter-level consistency not consistency at the same level. Of course, legal firms specializing in land-use appellate decisions maintain data bases of such requirements, but these data bases are proprietary and quite expensive to use.

A car makes a great home, done it for years! You could also look into earth homes like ones dug into the earth, not necessarily small but very much in the Earth. And some people live in tree houses! Best of luck and check out upstate, ny like the Castskills and whatnot they are the best to build in.
