Law on recycling!? Help?

Why do people keep thinking there would be laws about recycling. You're supposed to grow up into adults such that you need not be told what you must and must not do, the world isn't about forcing everyone into doing what you or anyone else thinks is best except when absolutely necessary. Bills should be carefully debated before being passed into laws and even so there are far too many laws as it is. Since the laws don't exist before being passed, the possible harm of passing a bill into law is far greater than that of not passing a bill into law, in many cases, the consequences of a new law is not entirely known. It's a childish sentiment to say something like "There should be a law ...", we're not in nor should we ever be in a nanny society.

It really depends on where you live.

Does anybody know the current law of the recycling of tyres into crumb rubber. Also how to how how much you can store at one time. I've been looking for hours on the Internet. A website with these laws would be perfect :D
