Its called an Amendment. Its possible, but not very likely to happen.

so in the constitution it says that states get to regulate education.
Well for many reasons that's become a stupid idea.
So I know that it would be hard to do, but in technical terms, is it possible to change the constitution to say:" Hell nah, We the Federal goverment gonna take over education so everyone gets a good education!"
