Meaning it can produce the maximum amount of bi-product with the least amount of waste (not including left over biomass because that is re-usable/decomposable).

Only in that the methane is going to be produced in an anaerobic environment anyways. If the wastes were disposed of in an aerobic environment, it biodegrade more quickly without the methane production or the other unpleasantness of anaerobic digestion such as hydrogen sulfide. So it's only efficient in terms of our current inefficient means of waste disposal.

You would get more burnable gas more quickly by gasification of the waste into syngas plus syngas can synthesize liquid hydrocarbons such as gasoline and diesel and if the charcoal byproduct of gasification is used as biochar then carbon is sequestered and the fuels are carbon negative. Biogas is not the most environmentally friendly or efficient means available despite what many activists will claim.

As was mentioned by Chuckles, biogas is efficient depending on the feedstock, source, and the method of production. It can be extracted from a wide range of feedstocks each with varying levels of impact and efficiency.
