Recycling is buying products made from recycled materials. Putting recyclables into a blue bin is just pretending to recycle, paying a separate fee for the pickup and hoping somebody else actually buys a product made from recycled materials.

try getting a book from the library. Something designed for teens with maybe an attractive pituyre cover. Leave it near his chair in the living room or in the bartroom maybe he will pick it up
You can't change someone who doesn't want to change. Approach it differently. Before he can burn up the packaging materials, tell him you will take care of all the waste in the household. Then gather the recyclables in a container and deal with it yourself. He should be glad he has one less task to do.
My dad doesn't understand recycling. His idea of recycling is taking all the card board and paper from food packages and what not and then he burns it outside. I explained that it defeats the whole purpose of recycling because its just creating another problem (air pollution) but he said that that's his way and I have to learn to deal with it and get on with my life.
