The temperature in my area was 98 F yesterday and the humidity was down to 7% in the late afternoon so my evaporative cooler worked well keeping my 2800+ sq foot house cooled down. But I also have 7 large trees shading my house, I open all my windows at night and shut them in the morning when I get up, pull my blinds on the South and West windows etc.
As we are not privy to all your details I would suggest that you shut all windows and blinds (try to keep the sun out) during the day. Any rooms you are not using (or don't use often, perhaps the laundry, toilet) shut the doors on these. Try to avoid using the stove or oven during the day. Try to keep your activity inside to a minimum. The use of external shades (be it a tree, or awnings) are very important too (notice how much cooler it is under the shade of a tree in a park). Other than that ensure you have insultation (in the walls, ceiling and perhaps windows). Ensure your outside colour of the house is a reflective colour (e.g. white). Probably too late now but ideally your house should be orientated correctly for where you live.
Probably one of the most important elements is opening up the house at night. Establish a cross wind ... that is the cool breeze at night takes the cool air through your house. Open windows etc. to let the cooler air into the house and take the warmer air out. Ensure this continues to morning (as usually just before dawn is the coolest part of the day). Then when the "day" begins shut it up again.
there is no affordable solutions. Its a hard one, but Ill try
place a regular fan at the window to bring the air in.
Open you door or another window to let the hot air out.
you can let the window open and the blinds at 90 degrees or partially closed to block the sun, but let the 63F wind in.
if you can:
Get an evaporate air conditioner- it increases the humidity though.
use renewable sources of electricity
move to a more efficient apartment
habits
don't stay at home. Go do something outside
go swimming
if none of this help, im out.
In the afternoon (when the sun's the hottest), close the blinds on the west side of the apartment (if there are any).

Find the fronts you can successfully pull off & do those. The world is truly overly complicated & life doesn't need to be continually framed in black & white terms. Many of our living conditions are simply out of our control & not conducive to having a minimal impact on our environment, but many of them can be. Just do as much as you can as long as you can & continue along those lines.
Switch off your fans,sweat for some time(like a sauna bath). Then after some time switch on your fans.Believe me it will fill like heaven. Then go for another round. This way you will not only save energy but will also loss some extra pounds as well.
switch off your refrigerator during the day or move it out side
in hot weather fridges and freezers kick out a lot of heat

look, ill go green as soon as someone explains to me how i am supposed to keep my apartment cool in the summertime? its 63F outside right now, but its about 80F in my apartment. I have 2 windowfans blowing, but they are not helping! dont just tell me i have to "sweat it out". what do i do?!
