Please HELP I cant find the answer I even emailed the councillor but i have no replay from her.

yes they do, but it does not cover the cost of rubbish collection. Most things are worth money-

copper

aluminium cans

car batteries (the lead)

iron

scrap paper and cardboard

old clothes

but not old car tyres unfortunately

They charge the home owners a monthly rate for the pickups, you usually see this on your water bill or trash bill. Recycling has essentially become a method for double billing the trash pickup. They do try to sell the recyclables that they've collected but due to the popularity of recycling bins and yet the lack of popularity of products made from recycled material, there's often a glut of the recyclables on the market so the sorted piles get sent to the landfill.

Which country? If Australia, yes they definitely do. You pay council rates annually and it incorporates those costs.

Most councils will also allow a set number of rubbish collection per year. For Blacktown Council, in NSW, we are allowed to book 12 rubbish collections per year - no extra cost. Part of the council rates.
