Where are good places to get xs or xxs leggings that are low waisted or only need to be rolled down once? I'm not trying to spend too much money either but since they're impossible to find I won't rule it out. I'm a size 0 or 24 and 5'4. I know this might be a little embarrassing but you could always buy it from the children's selection

It seems to me that leggings shouldn't be too much of an issue since they're meant to be fitted as tights. I'm sure an XS would be alright for this reason. It's different than shopping for jeans. That being said if you try on an XS and they are simply too big, then find leggings in the junior miss section or in the children's clothing section.
