What type of dress is this called?

I'm actually not sure if it is really a dress, or a blouse and a skirt, cos that's what it looks like. the upper part of the dress looks like a blouse, (I saw sleeveless ones) and then at the waist there is a bow tie (which seems to be tied from the blouse). The lower part is just a skirt. I've seen a black and white piece, with the blouse-looking part of the dress being white and the skirt black. Theres also a blue and white version of a similar (or the same) dress. Please tell me what this dress is called, or if it is a skirt and blouse outfit! Or just try to visualise my description and post whatever you think the dress is called here; I can try to google it. probably a simple combo dress, there are some who pretend to be a blouse and a skirt, however they are well combined one piece to look cute
