If you're buying skinnies from Hot Topic, what matters is your HIP measurement around. Be aware that women's clothing at HT is based on junior's sizing; not women's sizing. It's sized fairly small. Hot Topic's size chart is pretty damned accurate btw.
It will also depend on your hip size unless you are straight up and down. Are you sure you want skinny jeans though?
