I have purchased off etsy many times and its perfectly safe (quite similar to ebay) and I've never had an issue! All I'd say is always pay via paypal on these type of sites so that if you happen to be very unlucky and have a fraudulent seller then they will refund you the costs very quickly :) I've ordered from chinese sellers before and it generally takes up to two weeks for delivery due to the distance but it always arrives!
It should be fine since etsy is a well-known company.
I'd say no, I bought a couple dresses from out of the US and it didn't turn out well. They fit weird and didn't look like the picture.
you will have set the currency to pounds or its the default, you can change it to what ever your currency is etsy sellers are all over the world and its a safe and reputable site pay with paypal for protection JUST IN CASE
