I am unable to comment on wearing two underwares at same time, one small under bigger other. No problem. Till you are comfortable with 1+1 method then it is all right. Moreover that is needed some time especially if you are travelling for long time.

I always wore underwear under mine with tights..then leotards. You can wear a ballerina skirt that is long and flowing, all the way to short over it too.
