It depends on the Vans! A lot of people in my school wear elites with vans, but they are mostly grey Vans and Nike tennis shoes. It really just depends on the colors of the vans and elites!
I think as long as the color on the elites match the color on the vans, you're good
Elites do not. If you are going somewhere casual to be cute you could maybe wear patterned long socks just not a solid color
