I have an attic that has been turned into a room and was wonting to use it as a band practise room it would be great if you could tell me what is the cheapest way to sound proof it ?

i dont know what you mean by cheap but for good sound-proofing the cheapest ive found is sheetrock you hang one layer then install a hat channel which can be achieved with 1x lathing strips on 2' centeres and then a second layer of sheetrock fire tape both layers it will cut your d/b's by 2/3 and its the cheapest way to gain the results your after this system is proven thru years of trial and error as ive recieved court ordered practice schedules as we were noisey while the neighbors were nosey

This won't work. Try using a detached garage or garden Shed. The floor is your major problem but chea and easy are not going to happen.

Cover surfaces with 1" open cell styrofoam. It will absorb and deaden the sound. It works.

major sound studios use foam rubber over there walls.
